In reply to your telegram No. 60 of the 22nd instant, I have the honour to state that I am informed by Bland that he has communicated to the Engineer-in-chief of the Chinese section proposals lately made by the Board of Communications regarding work of consulting engineer. Mr. Bland is of the opinion that reply of Engineer-in-chief should first be awaited.
